Yes, but it is a repair rather than a swap. The Charge HR strap is bonded to the tracker body, so the replacement band kit includes the tools needed to separate it and fit the new strap. The changeover takes around ten minutes and needs a sharp blade of your own. Later Fitbits moved to clip-on straps.

The Charge HR has a heart rate sensor on the underside and fastens with a buckle, while the original Charge and the Force have no heart rate sensor and use a clasp. Try a different USB port and clean the contacts on the tracker first, since corrosion on the two pins is the commonest cause of a charge that will not start. If it charges from another cable, yours has failed and a replacement will fix it. If it will not hold charge at all, the internal battery is the likely cause.
